Government set to accelerating Digital Transform of Public Sector in the 2nd day workshop
The Government through the Department of Information and Communications Technology (DICT) with all interagency and subnational agency participants workshopped the “building block” approach to the adoption of GovStack, led by the International Telecommunication Union (ITU).
Deputy Secretary for Digital Government Mr. Russell Woruba facilitated discussions as ITU experts Mr. Neil Roy Chowdhury, Digital Government Expert at ITU GovStack, Mr. Jaume Dubois, CEO of ID30 and GovStack Expert of ITU, and Mr. Ashish Narayan, Programme Coordinator ITU Regional Office, provided a comprehensive overview of the ‘building block’ approach to adoption of the GovStack to enhance interoperability, function and streamline government services.
The ITU experts explained “building blocks” as a global concept used by modern governments for effective public service and function. It is basically similar processes that is reusable as a software component which can form the foundation of a multitude of e-government services.
The building blocks of the GovStack allow governments to leverage digital investments and create efficiencies across ministries and departments, and the implementations of these specifications can make those services more efficient and cost-effective across different government agencies.
Through interactive Q&A sessions, the ITU experts addressed critical concerns raised by the participating Digital Transformation Officers (DTOs), particularly regarding the balance between data sovereignty and inter-agency data sharing.
In response, ITU expert Mr. Neil Roy Chowdhury emphasized the importance of data confidence rather than mere data security. He encouraged the DTOs to embrace the transformative power of GovStack, reiterating that “the cornerstone of Digital Transformation is transformation of the Mindset.”
The DTOs from all government body were encouraged by DICT and ITU that the technical aspects of the GovStack delivery of a Digital Government will fall into place, when the building blocks are identified across the different processes of government service and function.
